The CDS is where communities exercise power. Every significant decision — production priorities, resource allocation, rule changes, responses to FRS findings — passes through CDS. It structures deliberation, records dissent, reaches consensus, and dispatches decisions to the other systems with a complete tamper-evident log.

The OAD is where production knowledge lives. Instead of designs being proprietary to firms, they are authored collaboratively, ecologically assessed, version-controlled, and made freely available to every node in the federation. Before anything is produced through COS, its design must be certified through OAD.

ITC is not a currency. It is a contribution accounting system with three structural properties that make it architecturally incapable of reproducing money’s dynamics: credits are non-transferable, they decay over time, and their cost reflects ecological reality. The result is a system that recognizes contribution fairly without enabling accumulation, speculation, or the conversion of economic power into political power.

When CDS authorizes production and OAD provides a certified design, COS executes — organizing labor, managing materials, coordinating workflows, and generating the operational data that ITC and FRS depend on. Everything COS does is logged. Every labor event, every material movement, every quality outcome feeds the feedback loop.

The FRS is what makes Integral a cybernetic system rather than a static governance structure. It reads the operational reality of the other four systems, diagnoses drift from principles and mandates, generates structured recommendations, and routes them back to CDS — closing the loop. Without FRS, decisions have no way of learning whether they worked.
